Did the Bhai ho campaign, which was basically meant to counter Congress’ Jai ho campaign?

I think it sure did. ALL BJP has done after loosing power since last election is to condemn and talk badly about congress's all decision including the one which they themselves had started. and that should that they did not have a stand but were opposing everything just because they are in opposition.
