What is the name of a fitment which has a screw which turns into a female bit like a rivet?

I've always heard them referred to as bolts. You see them on brackets that hold bathroom partition walls. Many times you can tighten them with a normal straight head screwdriver, but need a special tool to take them loose. That way they are relatively tamper proof.
